Arthur Troop Scholarship

The following Information, Procedures and Application format are provided to assist members of the International Police Association in applying for an International Grant which will assist towards their travel overseas to undertake police related studies. Any questions should be referred to either the National President or Secretary General.

About the Arthur Troop Scholarship

Ten Arthur Troop Scholarships are awarded annually, at least one for each continent in which we have member Sections - Africa, America, Australasia, Asia and Europe.

Each Scholarship consists of a bursary of not more than 3,000 Swiss Francs that is to be used for a seminar at the International Conference Centre ‘ IBZ Schloss Gimborn ' or a comparable institution. Applicants must have been a member of IPA for at least one year before applying and the scholarship must be taken between 1st January and 31st December following the grant of the scholarship (extensions not granted).

The study Scholarship may be awarded to IPA members in police service, but predominantly targeted at the younger member. The member must submit an application setting out their reasons to support their selection.

Applications must be processed through their National Sections , to the International Secretary General ( IAC ) and must be supported by a written statement from their Section.

PROCEDURE FOR ARTHUR TROOP SCHOLARSHIPS

In order to support professional education and to compliment advanced training, ten 'Arthur Troop Scholarships' may be awarded annually by the PEB, preferably including at least one from each continent.
Each Scholarship shall consist of a bursary of up to 3,000 Swiss Francs, that is to be used for a seminar at the International Conference Centre ‘IBZ Schloss Gimborn’, or a comparable institution, and shall include travel and accommodation expenses.
Scholars who are unable to take up the scholarship due to circumstances beyond their control, may have the bursary carried over to the following year, but this will be paid out of the following yesr's financial budget.
The Scholarship shall be awarded to IPA members in police service, but is predominantly targeted at the younger, lower ranking member, who is not generally in the position to avail of police service funded courses.
The applicant must have been a member of the IPA for at least one year.
The member must submit a completed application, giving reasons why IPA should grant the Scholarship. The completed application must be processed through their National Section, who must give a written supporting statement and forward the application with the attachments to the International Secretary General (IAC).
The closing date for receipt of applications by the IAC is the 30th September.
The Scholarship must be taken between the 1st January and the 31st December, of the year following the grant of the Scholarship. Extensions will only be granted under exceptional circumstances.
Applicants will be pre-selected by the International Professional Commission (IPC) for the Scholarship. The IPC Chairman will submit up to ten (10) suggestions to the PEB.
The decision of the PEB is final and no correspondence will be entered into.
The International Secretary General will inform, in writing, the successful candidates, and their Sections. This will also be circulated in the International Newsletter and the IAC homepage. If selected, the applicant agrees to their details being published within IPA circles.
On being awarded the Scholarship, the scholar shall submit an estimate of the costing (budget plan) of the preferred course/seminar, including travel and accommodation, in compliance with the Travel and Accommodation Directive. The budget plan must be approved by the International Treasurer. After completion of the chosen course/seminar the approved costs will be reimbursed from the International Treasury upon written application.
Scholars must ensure they have read and understood the International Directive for Travel and Accommodation Expenses. Scholars may include a short and appropriate visit to a police facility, where this is relevant to the theme of the seminar, such as combining a visit to Cologne Police, before or after an IBZ seminar. Such a visit must not incur unnecessary, or high additional cost, unless at the expense of the scholar. The IPA will advise on whether any such visit is acceptable under the scholarship. Telephone calls made whilst travelling or during the seminar, are not covered by the scholarship.
The selected scholarship winners will write a report to the PEB on completion of their chosen courses/seminars and agree that such report(s) may be published within IPA circles.
Each Section is allowed to submit applications each year. If there are an insufficient number of eligible candidates, the IPC can suggest a grant may be given to more than one member per section.
Scholarship awardees shall be disqualified from making a further application for a period of five years.
